Tunga

Horses that have there tongues over the bit or even just hang their tongue out are resisting the rider. (number of reasons)
If the tongue is over the bit this is a safety issue … Quiet often common in young horses that are just starting out. There are a number of gagets you can buy to help the young horse keep his tongue under the bit… though I feel one should first eliminate rider error.
Soft hands always, ride your horse up into your hand, that means ride the horse forward from your seat and legs, bending and softening exercises are great , small voltaires bringing your horse together under you and keeping them moving forward away from your leg.
By the sounds of things your horse is very heavy in the hand and actually likes when when you lighten up (lifting your hands higher) that is lightening in the mouth. Another excerise to see if you horse is heavy in your hand when you are trotting (trav) on lets say a 20 m circle have your horse moving forward drop your inside rein ( Move the inside rein or outside for that matter forward making a loop in it) your horse will trip and nearly fall on his nose if he is heavy in the hand. ( So have your balance correct). If this is the case you need to work on really softening your hands riding your horse forward ( not fast) with impulsion and do lots of softening excerises. Bending and flexing your horse, great done down the long side of an arena from side to side. There are a number of exercises to help a horse.
When it comes to bits and riding gear, a normal soft snaffle bit and a drop or cross nose band . ( Go to the basics and work through the problems).
Good luck Reb

Ps :
Have your horses teeth checked by the horse dentist
